Resolution 2003-04-01.wta-1: SPI fund management

The following resolution has been accepted by the Board of Directors
of Software in the Public Interest:

SPI fund management
------------------------------------------------------------------------

whereas

* SPI requires to make certain costs to manage its resources, and

* there is insufficient documentation on how donations made prior to January
2002 were earmarked,

it is decided that:

* 5% of the funds that SPI controlled at January 2002 will be considerd
to be earmarked for SPI use, and

* the remaining 95% will be considered to be earmarked for the Debian
project
