Debian does not do multi-winner elections/votes.

But of course one can always frame a multi-winner election as a single-qwinner
on$e: For example with 2 seats and 4 candidates A,B,C and D, provide 6 options.
A&B,A&C,A&D,B&C,B&D,C&D.
