I haven't studied the articles in detail, but I suspect there's quite a lot
of overlap with SPI's activities.

This is Marc Ewing's attempt at clarifying what's going on here. It looks
like they're not going to be funding software and such, so much as
investigating how free software advocacy can be expanded to cover new
areas and convince new segments of the population...

More info will probably come out in a couple of months.
