Problem is "committee" could mean either "group of people charged with
a task" (similar to what Debian does with d-admin, webmaster,
ftpmaster roles) or "group of bureaucrats who have to have a formal
vote to accomplish anything" (which is how the SPI Board currently
operates).

If these committes are to perform any major function, we can only hope
they act more like task forces than real committees. :-)
