OK,
I assume there is something that the Bylaws committee needs to do, but
I have been unable to find anything anywhere that states what that would
be.

Or is it a case that at the moment there is nothing that needs to be
done? Perhaps there are things that need to be done, but require some
other thing to happen first?

I'm just surprised how quiet it is.

Well, there was the legal review (it's in the archives somewhere), but I
don't have access to the lawyer who provided that review, and I think
there are some unresolved issues. I will endeavor to chase this up.
